Most motherboard don’t have dual PCI-E 16x slots away. You might want to open it up and look at the 9600g rating for the 12 volt buss.
My conclusion is something wrong with the fan or the control. I reboot and the same problem again.

After using my HP m I’m either looking for a sink replacement or a new graphics card. 9600fs removed a panel a couple of hours later and switched on the PC.
Your PC has a watt power supply. I was able to take 960gs apart clean it up and get it turning freely. The problem is the fan, it has too much friction, also in my case I thought problem solved but it occurs from time to time.
With the sidepanel removed I placed a big fan on my table and get the temp at 60 degree and PC keeps running.
